Money skews the playing field., yes. Structural bias towards states (Unites States) built into the constitution (electoral college, senate) skews power away from individuals towards states (my smallish California county has nearly the population of Wyoming, yet Wyoming gets two senators...). plays a large role as well. But ultimately the citizens still rule. And not just at the federal level but state, county, city levels as well. Which doesn't mean the rich don't get their way a disproportionate amount. It's high on the progressives list of things to fix...if the right wing would only ease up on their moral, racist, nationalistic, idiocy!
