Not grasping this line (!).

Is this to say that only solutions that arise immanently from a problem are valid? Or that we shouldn't perceive/frame a problem from the perspective of a possible solution?

Or (reading the section again) that all solutions are "tentative, contingent, evolutionary."

Maybe I am grasping it?
